ERASMUS+ MOBILITY PROGRAMME

2019 – 2020

 

WHAT IS ERASMUS+?

Erasmus+ is the EU Programme in the fields of education, training, youth and sport for the period 2014-2020

A. Study mobility (for students)

 I.  Who can participate/General requirements:

  • Students enrolled in a higher education institution (HEI), following a study cycle that eventually leads to obtaining a diploma/degree (including Ph. D).
  • Students who have paid their tuition fee (for the self-supported-fee-based students).
  • The maximum duration of a mobility in the field of „Medicine” (according to the Erasmus Programme Guide 2018) may reach 24 months. A student wishing to participate in a second mobility (within the 24 months) may do so provided the first mobility has been concluded successfully, the results obtained during the mobility have been recognized and validated by the validating committee, and the student passed into the next academic year.
  • The minimum duration of a mobility is 3 months (90 days) for a study mobility and 2 months (60 days) for a placement mobility (traineeship).Failure to observe the minimum duration of a mobility leads to the total/partial refund of the Erasmus grant. 
  • The mobility can take place only if there is an interinstitutional bilateral agreement between the sending and the receiving institutions.
  • Both institutions must have an Erasmus+ Charter.

 II. Special provisions:

Due to problems connected to curricular compatibility in preclinicalyears, as well as to difficulties arising from the validation and equivalence of studies after the end of the mobility, the eligibility of the candidates is conditioned by the following:

  • Students who are enrolled in the IV or V year of study
  • Students who finished their previous study year with good results and without failed exams
  • Doctoral students of the Victor Babes University of Medicine and Pharmacy, Timisoara (for doctoral study/placement mobility)

IMPORTANT: STUDENTS COMING FROM ANOTHER PARTNER COUNTRY CANNOT PARTICIPATE IN A MOBILITY IN THEIR HOME COUNTRY 

III. Necessary documents:

  • Internationally recognised language certificate, level B2 minimum (TOEFL, Cambridge, IELTS, DELF, Deutsches Sprachdiplom, etc.);
  • Certificate issued by the faculty secretary, reflecting the student’s average in the previous study year and the fact that the student has successfully passed all exams;

  • Letter of intention
  • 2 photos
  • Copy of ID/passport
  • Application form
  • The curriculum of both universities proving the compatibility of the study plan

 IV. Preparatory activities

Before the start of the mobility, the student will:

  •  Receive a financial agreement signed by the home university and the student
  • Fill in a learning/traineeship agreement defining the study/traineeship programme jointly agreed upon by the three parties: student, the home institution, the host institution.
  • Receive an Erasmus Student Charter which defines the rights and obligations of the student pertaining to the entire mobility period.
  • Sign an affidavit stating the absence of double financing and the fact that the student is familiar with the requirements of the university.
  • Submit to the Erasmus Office a request signed by the Dean of the faculty.
  • Take an online language test (OLS) organized by the European Commission. Students who do not get at least a B2 at the language test (or those who express their wish) have to follow a language course organized by the EC.

!!!!!!!!!BEFORE THE START OF THEIR MOBILITY, STUDENTS MUST FINALIZE THEIR ENROLLMENT IN THEIR HOME UNIVERSITY, IN THE STUDY YEAR FOR WHICH THE MOBILITY IS SCHEDULED TO TAKE PLACE IN.

 V.  After the mobility

  • The host institution has to issue a transcript of records that certifies that the study programme has been completed and the results obtained
  • The participants in an Erasmus mobility have to submit to the Erasmus Office the ORIGINAL DOCUMENTS which prove that the mobility was successfully concluded (learning /traineeship agreement, transcript of records, certificate of attendance) in maximum 15 days after the end of the mobility
  • The home institution has to recognise and validate all the activities finalised during the mobility, according to the Learning Agreement, by validating the obtained marks and transferable credits. The validating committee validates all the subjects which are included in the curriculum of our university and whose content is the same as the content of our subjects. Subjects that have been successfully completed but are not included in our curriculum will be recognized and introduced in the Diploma supplement. The mobility period has to be included in the student’s Diploma Supplement.
  • The validation of studies is the exclusive responsibility of the validating committees in each faculty and is carried out according to the Order for the Recognition of study periods carried out abroad No. 3223/08. 02. 2012, published in the Romanian Official Monitor No. 118/16. 02. 2012.

 VI.  Financial support

  • Students may receive an Erasmus + grant meant to cover travel expenses and subsistence during the mobility period.
  • The Erasmus grant is NOT meant to cover ALL the expenses incurred during the mobility; it is only a form of financial aid and the financed period strictly depends on the financing the university receives from the National Agency
  • The amount of the grant varies between 470– 520 euro/month (according to the country of destination) for a study mobility, and 670 – 720 euro/month for a placement mobility.
  • IF THE UNIVERSITY DOES NOT RECEIVE SUFFICIENT FUNDS TO COVER ALL THE MOBILITIES, THE STUDENTS MAY STILL PARTICIPATE WITH PARTIAL FUNDING OR AS ZERO GRANT STUDENTS.
  • Erasmus+ students are exempt from paying a registration fee, tuition fee, examination fee,  or any other fees granting them access to the library and/or reading room of the host institution.

 VII.  THE INTERVIEW

  • All the students who have applied for an Erasmus mobility will participate in an interview at the International Office, at 1 p. m. on 8 April 2019
  • The interview committee consists of the academic vice-rector, the Erasmus institutional coordinator, the director of the International Department, departmental coordinators, secretary, according to the decision of the University Board.
  • The selection criteria are objective criteria mainly based on the student’s academic performance.

SELECTION CRITERIA

  1. The main selection criterion is last year’s AVERAGE. Candidates will be interviewed in the descending order of their averages and priority in choosing a partner university will be given to the student with the highest average.
  2. If two candidates apply for the same place and have the same average, the committee will apply a first differentiating criterion: the average obtained in the first semester of the academic year 2018 – 2019.
  3. If after applying the semester average the candidates are still equal, a second differentiation criterion is applied: the average of all the previous study years + the average of the first semester of 2018 – 2019.
  4. If after the first two differentiation criteria the candidates are still equal, a third differentiation criterion will be applied: the language proficienty. Priority is given to candidates as follows: candidates whose mother tongue is the same as that of the receiving country, candidates who have finished a high school IN the language of the receiving country, candidates who have an international language certificate (see table below) (minimum B2), candidates who have language certificates other than those specified in the table below, candidates who do not have a language certificate yet but are already enrolled in a language course.

  • TOEFL iBT (with at least the following scores: 21 for listening, 22 for reading, 23 for speaking, 21 for writing)
  • TOEIC (with at least the following scores: 400 for listening, 385 for reading, 160 for speaking,150 for writing)
French
  • DELF
  • DALF
  • TCF

 

B. Mobility of teaching/administrative staff

I. What does this entail?

Erasmus + offers teaching opportunities for the teaching staff of HEIs and invited staff from enterprises. Both teaching and administrative staff of a HEI can participate in training activities (workshops/seminars) provided the above-mentioned activities are organised within the frame of the Erasmus+ programme.

II. Necessary preparations

Teaching mobility (STA):

  • In the case of a teaching mobility, the involved HEIs have to:

- be located in one of the member states participating in the programme,

- have a valid Erasmus Charter (ECHE),

- have a valid Bilateral Agreement.

  • The work/teaching plan has to be approved by the partner HEI before the start of the mobility.
  • Teaching activities MUST be part of the curriculum of the host institution.
  • The teaching staff participating in a teaching mobility need a formal letter of invitation from the host HEI.
  • The partner HEI has to formally agree to the teaching staff mobility (sign the Agreement for teaching staff) before the start of the mobility.
  • In all instances, the activities of a teaching staff member have to be an integrant part of the curriculum of the receiving institution.
  • In the case of staff mobilities for staff coming from an enterprise to a HEI, the mobility must be preceded by an INVITATION from the HEI addressed to the respective staff. The grant is managed by the institution of origin.
  • Teaching staff wishing to participate in a teaching activity have to submit their application to the International Office. The application should contain the following documents: application form signed by the head of the department, copy of the ID, CV Europass, certificate issued by the HR Department confirming that the applicant is employed by the university, invitation/acceptance of the partner university, draft teaching programme.
  • A teaching mobility should have a minimum of three days (travel time excluded) and 10 teaching hours.
  • The teaching activity has to be approved by the Board of the University of origin.
  • At the end of the mobility, the participant has the obligation to submit a report to the European Commission and a narrative report which will be posted on the university website.

Training mobility (STT):

  • These activities take place within the frame of ”staff training” / ”workshop” / ”job shadowing” weeks organized by the host institution.
  • The staff participating in a training activity is selected by the home HEI. The partner institutions must jointly approve the participant’s training programme (Training agreement/Work plan) before the start of the mobility.
  • The training  mobility has to be approved by the Board of the University of origin.
  • At the end of the mobility, the participant has the obligation to submit a report to the European Commission and a narrative report which will be posted on the university website.

III. Who can participate?

Teaching

HEIs that have applied for an Erasmus+ teaching mobility at the National Agency. The teaching mobility has to be approved by the home institution based on an invitation from the host institution.

Training

HEIs that wish to train their staff need to apply at their National Agencies, while the staff involved has to apply at their home institutions.

PHD CANDIDATES APPLYING FOR AN ERASMUS MOBILITY MUST HAVE THE ACCEPTANCE OF THE PHD COORDINATOR FROM THE PARTNER INSTITUTION WHEN APPLYING FOR THE MOBILITY

IMPORTANT

  • The number of places listed above is a provisional one; the final number of places will be established only after the university has received the funding for 2019 – 2020 from the National Agency; if the funds will not be enough to cover all the mobility periods, the number of places will be cut down to half (in those cases where there is more than 1 mobility).
  • Students may also participate with PARTIAL FUNDING or as ZERO GRANT STUDENTS, i.e., with individual financing.
  • The funds provided by the National Agency are NOT meant to provide full coverage of the expenses.
  • The students/teaching staff/administrative staff will submit their documents to the International Office no later than 4 April 2019 (Monday – Friday, between 11 a. m. and 1 p. m.)
  • The teaching staff wishing to participate in a teaching mobility have to submit a formal invitation from the host university and a work programme together with the rest of the documents (Documents to download)
  • The administrative staff wishing to participate in a training programme/workshop have to submit a formal invitation from the host institution or the acceptance of the host institution to participate in the training/workshop.
  • The participation of the teaching/administrative staff has to be approved by the Board of the university and the Rector.

 

The interview of the candidates will take place at the International Department, at 1 p. m., 8 April 2019 2019.
